Asbestos Control Program

The Asbestos Control Program in the Division of Air Quality enforces the Emission Standards for Asbestos under the North Dakota Air Pollution Control Rules. The Asbestos Control Program also licenses contractors and certifies workers for asbestos abatement activities and project monitoring. Currently, there are 55 companies licensed in North Dakota to perform asbestos abatement activities, and over 600 persons certified in the asbestos disciplines, including asbestos abatement workers, supervisors, inspectors, management planners, project designers, and project monitors.

Federal and State regulations require that all affected parts of a facility being renovated or demolished must be inspected by a state-certified inspector for the presence of asbestos-containing materials prior to beginning a renovation or demolition project; all regulated asbestos-containing material that will be disturbed as part of a renovation or demolition must be properly removed by state-certified individuals before beginning the project; all asbestos-containing waste material must be properly disposed of in an approved landfill; and the "Notification of Demolition and Renovation" (this form may be completed electronically here) form must be submitted to the Department ten days prior to beginning any demolition activity, whether or not asbestos is present, and for a renovation activity, it must be submitted ten days prior to beginning the removal if more than 160 square feet of asbestos-containing surfacing material or more than 260 linear feet of asbestos-containing thermal system insulation will be disturbed.

Credit Card Use Now Available

The ND Department of Health, Asbestos Control Program is now accepting credit card payments for individual certifications and company licenses.  Credit card numbers must be phoned into the Department at the time of the purchase.  Our phone number is 701.328.5188.  Walk in credit card use is also acceptable.  Applications and the appropriate certificates can be faxed or scanned and emailed to the Department. Our fax number is 701.328.5185 and the email address is here.  

Please note, the asbestos abatement contractor license fee is $150 and the individual certification fee is $50 per discipline.  Each credit card transaction will be assessed a 2.5% surcharge that will be used to cover the associated transaction discount fee.
