Children's Special Health Services (CSHS)

About Children's Special Health Services

The Children's Special Health Services (CSHS) Division is located within the Special Populations Section in the North Dakota Department of Health (DoH). The purpose of CSHS is to provide services for children with special health care needs and their families and promote family-centered, community-based, coordinated services and systems of health care.

History

In 1935, Title V of the Social Security Act authorized federal funding for state Maternal and Child Health programs. It is the key source of support for promoting and improving the health of all the Nation's mothers and children, including children with special health care needs. With the Act, the program known as Crippled Children's Services was established. In July of 1995, the name of the program in ND was changed from Crippled Children's Services to Children's Special Health Services.

Since its original authorization in 1935, Title V of the Social Security Act has been amended several times to reflect the increasing national interest in maternal and child health and well-being. One of the major changes occurred in 1981 when Title V converted to a block grant program. This change resulted in the consolidation of seven categorical programs into a single block grant. Another significant change occurred in 1989 with passage of the Omnibus Budget Reconciliation Act (OBRA). OBRA '89 specified new requirements for Title V accountability.

Administrative Staff

Children's Special Health Services' (CSHS) administrative staff provide leadership and support to state and local partners so they can implement improvements in the health service system. Primary partners identified by CSHS in this effort include families, county social service staff, health care providers, and related program administrators. The Title V Information System (TVIS) contains qualitative programmatic information and quantitative data collected by 50 States and nine Jurisdictions.

Special Projects

Children's Special Health Services (CSHS) supports the following special initiatives:

Asthma - CSHS works to enhance asthma surveillance, education, direct services and partnerships in order to decrease hospitalization rates for children with asthma in ND.

ND EHDI - CSHS partners with the ND Center for Persons with Disabilities to implement ND EHDI and project Kaylyn, ND's Early Hearing Detection and Intervention (EHDI) programs.

Children With Special Health Care Needs Performance Measures - CSHS is striving to achieve a community-based system of services for all families of children and youth with special health care needs by the year 2010. Focus areas that are measured to determine progress in this effort include:
